The City of Delaware City is a municipal corporation operating under a Charter granted by the Delaware General Assembly. The city has a Council/Manager form of government. The Mayor is the head of the town government and chairs meetings of Mayor & Council. The Mayor does not vote, but has appointive and veto powers. Council consists of five members and is the governing body of the city. It is responsible for approving all ordinances, resolutions, and the budget. Council must consent to appointments made by the Mayor to city offices, boards, and commissions. Mayor & Council also sit as the Assessment Board of Appeals to hear property tax appeals each spring prior to the start of the fiscal year.
Mayor & Council meet on a monthly basis at Town Hall, 407 Clinton Street. Regular meetings are held on the third Monday of each month, beginning at 7:30 P.M., unless otherwise posted. Mayor & Council also conduct public hearings and workshops and may hold special or emergency meetings as needed.
The Mayor and members of Council are all elected at-large and serve two year terms. The Mayor and two members of Council are elected in odd numbered years and three members of Council are elected in even numbered years. Municipal elections are held each year on the first Tuesday in April.
The City Manager is appointed by Mayor & Council and serves at their pleasure. The City Manager is the chief administrative officer of the town and is responsible for the day-to-day operations, including personnel, finance and budgeting.
